Your character-data and activities are stored on Rockstar's server. Hackers have been using it to mess with new or unsuspecting players by spawning the chest infront them to trick them into opening it and getting them banned for a chest the unsuspecting player never spawned in. The change they put in was a check to make sure chests were legitimate and if they came from an unknown source they immediately ban the person/terminated the account that was used to open the hacked chest. When R* loses money that's when they will fix something. R* noticed people were spawning chests to get $, but it wasn't exactly the dollars that made them change how it worked, it was that hackers were also getting gold from it and that's where R* loses money outside of the game.
The origin of the treasure chest hack dates to that reason. I'm not talking about scriptkiddies & cheaters I mean I think any reason to hack is a dumb one but yes it is one of the many dumb reasons hackers will hack.
